Cultural Exchange

The Cultural Exchange Grant Program is aimed at organizations that are funded through two-year and four-year operating grants. The projects submitted under this framework are non-recurring and involve the establishment of various artistic initiatives with partners from local, national and international arts communities.

Introduction

Who is eligible to apply?

Professional arts organizations that are supported with operating grants through the General Funding Program or in some cases, organizations supported with operating grants through local initiative programs.

What are the program objectives?

Cultural exchanges are intended to enable organizations with operating grants to seize opportunities available to them during the multi-year cycle by carrying out unilateral, bilateral or multilateral exchange activities with organizations, preferably from abroad, that promote visibility. The Conseil wants to provide organizations with additional assistance to carry out exchange activities that contribute to the visibility of the organization, a sector or Montréal’s artistic vitality.

Support

What type of assistance is provided?

Funding cannot exceed 75% of the overall budget.

What is the duration of the support?

This is a one-time, non-recurring grant.

Eligibility

What types of projects are eligible?

Organizations, museums, associations, groups or service organizations must have the mandate of:

  • creation and production
  • an outreach that is specialized or multidisciplinary
  • publication of cultural magazines
  • production of events or a festival
  • production support

Some organizations may have a double mandate:

  • creation-production and presentation (performing arts)
  • creation-production and festivals/events (performing arts)
  • presentation and events (performing arts)
  • presentation and production (visual arts, digital arts, cinema and video)

Who is ineligible to apply?

Ineligible applicants

  • organizations supported under the General Funding Program as well as all other programs
  • cultural magazines that publish fewer than three issues per year or are distributed free of charge or available only in electronic format

Ineligible projects

  • projects completed before the Conseil has approved the application (allow 14 weeks following the application deadline)
  • sound recording projects (albums, CDs, demos, etc.)
  • projects whose main focus is cultural mediation
  • projects specifically related to film or web film production
  • projects that are essentially promotional, including video clips
  • projects involving teaching, internships or masterclasses
  • national or international showcase or prospection projects
  • capital projects or projects to acquire specialized equipment

Activity sectors

  • organizations working exclusively in variety arts or comedy

  • applications received after the deadline

Ineligible applications will not be considered by the evaluation committee.

Applications

What information and documents must I include in my application?
  • financial statements from the last fiscal year, if not already provided
  • letters patent of the organization, if changes have been made
  • the organization’s constitution and bylaws, if changes have been made
  • a press kit or review (short version)
  • list of links to excerpts or full versions (depending on the discipline) of works or activities related to the application (maximum of four links)
  • if desired, a personal appendix (presented as a single PDF document) comprising any documents that you feel are relevant to include in your application. They are not required to provide any information that is necessary to properly assess your application.

How can I submit an application?

Most of the applications to the Conseil des Arts de Montréal will progressively be submitted through the ORORA online application portal.

Evaluation

How are applications evaluated?

The Conseil, with the help of peer evaluation committees in each discipline, assesses all applications on the basis of merit and awards grants according to available budgets.

What are the evaluation criteria?

The following criteria will be considered:

The Cultural Exchange must:

  • help increase the visibility of Montréal’s arts and culture scene
  • have a growth-generating effect on the development of the organization or an entire sector
  • help strengthen relationships between peers or organizations
  • help share expertise and know-how
  • facilitate the exploration of new sector or cross-sector alliances and collaborations
What is the response time?

It will take 12 to 14 weeks from the deadline for the Conseil to process the application and reach a decision.

Payment

How will the grant be paid?

The grant will be sent in a single payment after the decision letter has been sent.

Obligations

Commitments

Accepting payment of the grant constitutes, for the organization, an undertaking to complete the activities covered by the grant and to comply with the accompanying conditions, which will be communicated upon selection of the application.

Organizations agree to:

  • carry out the proposed project as planned
  • notify the Conseil as soon as possible if unable to carry out the project in the fiscal year for which the grant was awarded. In such cases, they may be obliged to reimburse some or all of the amount awarded.
  • if requested, submit activity reports and financial statements at the required times
  • if applicable, include in the report photographs, videos or any other relevant, royalty-free visuals that the Conseil may use for promotional or archival purposes

Visibility Standards and Logos

Arts organizations, collectives or individual receiving grant from the Conseil must mention this funding in their information, promotional, or advertising material.
