Support for emerging practices program
PREAMBLE
In January 2008, the Conférence régionale des élus de Montréal (CRÉ) and the Conseil des arts et des lettres du Québec (CALQ) signed a Partnership Agreement to provide increased support to professional artistic organizations in Montreal. This led to the creation of a partnership with the Conseil des arts de Montréal (CAM), entitled the Support for Emerging Practices Program (SEP) whose aim is to create measures to help emerging practices in Montreal.

1- DESCRIPTION OF THE PROGRAM
The Support for Emerging Practices Program (SEP) is for professional organizations that are already funded by the Conseil des arts de Montréal as well as those that are submitting a request for the first time, with priority given to the following disciplines: media arts, visual arts and new artistic practices; music, theatre and dance; design, architecture, urban art, and circus arts.
This program targets exclusively specific and non-recurrent projects. Its annual budget is $100,000 for the next three years. The maximum amount that can be allocated to a project cannot surpass $15,000.
Organizations that submit an application within this program must rely on emerging and innovative practices in terms of the creation, form and treatment of the proposed work or activity. Organizations must meet the following criteria:

1.1 experiment with new technologies and use, apply or integrate information and communications technologies (ICT) in the exploration, creation and production of a piece (multimedia projection, web-based art, audio art, immersive installations, virtual environments, interactive-based mechanisms, robotics, cybernetics, etc.), that uses the computer as its central physical element and basic concept;

1.2 go beyond disciplinary limits to seek out new ideas and ways of doing things to integrate into their own method and be a conduit for research and reflection for atypical and unusual art forms;

|
|
1.3 come from a little-known discipline that is based on new models of creation/production/dissemination; question the arts while breaking down barriers between them; explore various media and rely on metissage, hybridization, experimentation, and innovation.
|
All organizations must meet the following criteria:
- Legal Status
- must be a duly constituted non-profit corporation operating for at least one full year and have produced at least one artistic project during that year;
- must have had its headquarters on the territory of the Island of Montreal for at least one full year;
- must have a board of directors composed, in majority, of Canadian citizens or permanent residents living in Canada;
- must have, as its principal mission, the creation, production and dissemination of arts activities.
- Professionalism
- must have a recognized level of competency and be able to demonstrate it;
- must be managed by qualified persons;
- must present activities whose artistic quality is recognized by its peers;
- must gather together, represent, or employ professional artists1.
1It is generally understood that professional artists are artists who, having received basic training, are recognized by their peers; create interpret or publish works for dissemination in a professional context; are dedicated primarily to the practice of their art; and are remunerated for the works they create.
Ineligibility:

- individual artists;
- artists' collectives;
- organizations in the fields of variety shows and song;
- requests for activities previously or currently being produced;
- requests for sound recording and website creation projects;
- public organizations, para-public government organizations and municipal corporations;
- organizations devoted to teaching, education or professional training;
- cultural periodicals distributed free or available exclusively on electronic support.

2- ALLOCATION PROCESS FOR FINANCIAL ASSISTANCE - JURY OF PEERS
Projects submitted within the measures to help fund emerging practices program will undergo an evaluation process that includes a review by a jury of peers, as defined by the CALQ rules as well as those of the CAM, notably the following:
- verification of eligibility and preliminary review by the cultural advisors of the Conseil des arts de Montréal;
- creation and coordination of a jury of peers by the Conseil des arts de Montréal;
- review of the applications and recommendations by members of the peer jury;
- approval by the representatives of the CALQ-CRÉ Partnership Agreement of the recommended projects;
- approval during a meeting of the members of the Conseil des arts and allocation of allotted funding.

3- EVALUATION CRITERIA
Submitted projects will be evaluated according to a weighting system that takes into account the following elements: coherence of the project in relation to the program's description (30%); the artistic quality of the project (30%); the impact on its sector and discipline, and audience development (30%); and the financial and administrative stability of the organization (10%). Also, the applications will be evaluated and compared to each other based on the following criteria:
- the presence of a strong and original artistic direction;
- the artistic quality of the organization's past achievements and projects;
- the consistency of the activities in keeping with the group's mandate and artistic orientation;
- the efforts made with the aim of increasing the organization's visibility among the various audiences across the Island of Montreal (i.e. level of integration in the milieu through awareness activities, tours, and other development projects aimed at increasing audiences) and, depending on the organization's mandate, its national and international reputation;
- recognition from the arts sector and the public;
- the organization's ability to manage its activities well and to bring its projects to fruition;
- the stability of its financial situation;
- the organization's stability and sound governance.

4- GUIDELINES FOR ALLOCATING FINANCIAL ASSISTANCE
The guidelines for allocating a grant are described in a letter of agreement which must be signed by a duly recognized representative of the organization. Financial assistance is given to the funded organization upon presentation to the CAM, CALQ and CRÉ of a program of activities accompanied by a pro forma balanced budget. An activity report and financial report must be submitted at the end of the project.
The funded organization must abide by Quebec laws regarding the professional status of artists and must conform to the code of ethics that governs the organizations' administrators.
The funded organization must respect the specifications for using the CAM logo as described in the document available at the CAM offices and on our website, and must give equal visibility to the CALQ and the CRÉ.
Failure to conform to the grant allocation guidelines and to the specific rules therein, as well as not respecting the current laws regarding the status of artists, can compromise the future admissibility of an organization to the CAM and CALQ programs.

5- SUBMITTING AN APPLICATION
Candidates that have never received financial assistance and that wish to submit an application must first discuss their eligibility with the cultural advisor in their discipline. Applications sent to the Conseil without previous verification of eligibility will be returned to the sender without having been reviewed by the Conseil.
Any organization wising to submit an application for financial assistance within this program must complete the 2010-2011 project grant application forms (Word) and 2010-2011 detailed forms (Excel).
Along with the documents requested in the application form, the following support material must accompany the forms:
- financial statements for the last business year, if not previously sent;
- the organization's letters patent if this is a first request or, later on, if there have been modifications;
- the corporation's constitution and by-laws, if this is a first request or, later on, if there have been modifications;
- a press kit (abridged format).
Deadline
The deadline for submitting an application to this program, for 2010-2011, is March 1, 2010.
