Description
This is the Conseil des arts de Montréal’s key program! It was created to adapt to the evolution of your organization. After one year of official existence and the creation of at least one project, you can apply for a project grant. The next stage is an operating grant, renewable every two years, to help your organization pursue its mandate. Quadrennial Operating Grants is an advanced stage and is given to well-known, established organizations.
This program supports artistic excellence and enables Montrealers to experience all forms of art. It is open to professional organizations and, in certain cases, artists’ collectives, for the creation, production and presentation of artistic endeavours in one of the following ten disciplines: circus arts, digital arts, visual arts, film/video, dance, literature, music, new artistic practices, theatre, and multidisciplinary presentation.
Five types of funding are therefore possible:
The Quadrennial Operating Grants is recurrent and allocated for a four-year period. It is given to enable a well-established organization or recognized institution to produce all of the activities related to its mandate. This long-term funding aims to provide financial stability to the organization, allowing it to better plan its activities and simplify its management.
The Biennial Operating Grant is offered to more experienced organizations to support them in producing their activities. Financial assistance is given for 2 years, renewable based on an evaluation of the organization’s achievements and a review of its annual application.
The Project Grant is available in order to produce a specific work or activity. It applies mainly to new companies that are just starting out or to organizations that produce on a one-time basis.
Organizations receiving a biennial or quadrennial grant can also submit an application for additional aid in the form of a punctual Special Project Grant (when celebrating an anniversary or relocating, for example). They must previously discuss the eligibility of such a project with the Cultural Advisor in their discipline.
Fiscal Sponsorship allows arts organizations that do not have a registered charity number to solicit donations from foundations, corporations and individuals; they, in turn, will benefit by receiving tax receipts. These organizations must meet the Conseil’s eligibility criteria without necessarily having received a grant.
Eligibility
The allocation of biennial or quadrennial operating grants is spread out depending on the artistic discipline over two budgetary years : 2012 (even cycle) and 2013 (odd cycle).
Therefore, organizations in dance, literature (including cultural periodicals in all disciplines) and theatre must submit their application for 2012 (an even cycle).
Organizations in circus arts, digital arts, visual arts, film/video, music, and new artistic practices must submit their application for 2013 (an odd cycle).
Disciplinary events, national associations and service organizations must apply within their discipline’s cycle.
Organizations involved in multidisciplinary presentation (including multidisciplinary events), as well as professional associations in all disciplines, must apply during one cycle or the other depending on their mission or status. These organizations must communicate with their cultural advisor to know their application date.
The deadline for project grant applications is February 15 every year, except for festivals and disciplinary and multidisciplinary events, which can also submit an application by September 15 or December 15 every year. Theatre organizations whose activities will be held between February 1 and June 30, 2013 can also submit a project grant application by September 15.
Organizations can submit a special project grant application at the same time as their operating grant application.
Applications for Fiscal Sponsorship can be submitted by February 15, September 15 or December 15 every year.
Transitional measures
Organizations that received multi-year funding for four years in 2008, and that are among the disciplines in the 2013 odd-cycle year, will have their funding extended by one year, according to the initial terms.
In this exceptional instance, organizations that are among the 2013 odd-cycle disciplines and that has received an annual operating grant in 2011 or that are eligible for an operating grant for the very first time can submit a one-year funding application.
Eligibility
This program is mainly for professional non-profit arts organizations. Collectives formed by professional artists working in the disciplines of circus arts, digital arts and world music can submit an application for a Project Grant.
All organizations or artists’ collectives must verify their eligibility with the Cultural Advisor in their discipline before submitting their funding application.
Within this program, eligible organizations and artists’ collectives can only submit one single application per year.
No biennial or quadrennial grant applications will be reviewed during the course of the two or four-year cycle.
All organizations must meet the following requirements:
• be a duly constituted non-profit organization operating for at least one full year;
• have had its headquarters located within the Montreal territory for at least one full year;
• have a board of directors composed by a majority of Canadian citizens or Canadian landed immigrants;
• have, as its principal mission, the creation, production and presentation of arts activities.
Collectives must meet the following requirements:
• be a group of professional artists, no matter what number;
• be represented by a project leader;
• be exclusively composed of artists who are Canadian citizens or permanent residents;
• be composed of artists who have all resided on the Island of Montreal for at least one year.
Professionalism:
• professional artists are defined as those who, having acquired basic training, possess a competency recognized by their peers, create, perform or publish works to be presented within a professional context, are dedicated mainly to the practice of their art, and who receive remuneration for the work they produce.
The following are not eligible for this program:
• individual artists;
• artists’ collectives formed into a company or a for-profit or non-profit partnership;
• artists’ collectives (except those working in circus arts, digital arts and world music);
• organizations working in the fields of variety shows and song;
• requests for activities previously produced or currently in production;
• projects already supported by other programs of the Conseil des arts de Montréal;
• requests for sound-recording projects;
• public organizations, para-public government organizations and municipal corporations;
• organizations dedicated to teaching, education or professional training;
• cultural periodicals distributed for free or available exclusively on the Internet.
